Founded by the medieval age, Old Harlow is a village-size suburb and most of its high street buildings are early Victorian and residential, protected by one of the Conservation Areas in the district. To ease overcrowding in London, the surrounding areas and the New Town of Harlow after World War II was built due to the bombing during the Blitz devastation caused. With the plan for Harlow drawn up in 1947 by Sir Frederick Gibberd, New Towns were designated following the New Towns Act of 1946.

Since then Harlow with the 2005 completed Church Langley estate has expanded and, in 2013 with the second stage underway, its Newhall neighbourhood that is newest has completed its development's first stage. To block a Harvey Centre extension that is multimillion-pound, Mo Ghadami Harlow businessman won his 2004 High Court case. Harlow Town and Harlow Mill railway station are railway stations that serve Harlow.

The A1184, which leads to the nearby town of Bishop's Stortford, is another road running from Harlow. In Old Harlow is an international campus of Memorial University of Newfoundland. Following promotion in 2016, the football team Harlow Town F.C. play in the Ryman League Premier Division.

With race meetings each week as well as hosting other sporting events, the Greyhound Stadium at Harlow has been for over 20 years at present site. With London Road site divided into north and south business parks, Harlow Enterprise Zone consists of separate sites under development at Templefields and London Road. Rejected by Caroline Flint MP, Minister for Housing was an attempt in April 2008 to have Harlow North as an "Eco Town" designated.

With major developments of Templefields and The Pinnacles providing the region's biggest employers, Harlow was expected to provide a majority of employment opportunities in manufacturing; as with the country's rest, Harlow has had to adjust, and declined is this manufacturing base. On the edge of The High, Harlow is served by the NHS Princess Alexandra Hospital, which is the Town Centre area of Harlow.

While Harlow College provides sixth form and further education, St. Nicholas School is an independent school and St Mark's West Essex Catholic School provides sixth form education. As Stort Cricket Club, Harlow Town Cricket Club was formed in 1960 and plays at Ash Tree Field. Built near Harlow College as part of the Gateway Project, the building was replaced by Harlow Leisure Park.
